The rules of preparing project documentation in the russian federation and their improvement

Annotation: The article discusses rules of preparing project documentation in the Russian Federation and their change from 1991 to the present time. The quality of development of project documentation strongly influences on the efficiency of the investment processes in the construction and reconstruction. Approved in 2008 by the Government of the Russian Federation, Provision on the structure of sections of project documentation and requirements to their contents, replaced commonly used Instructions on the procedure of development, coordination, approval and composition of project documentation for construction of facilities, buildings and structures (SNiP 11-01-95). The author analyzed the changes in the Provision on the structure of sections of design documentation that occurred in 2009–2012. The main requirements to project documentation are provided in the edition for the beginning of 2013. Contentious clauses of this document also are discussed in this article, and also the directions on its further improvement are given.
